Should the number between cells 3 and 4 on column 3 be a 9? It seems the grid as is contradicts directly with grid 7.

Agreed. Clearly a typo. As it stands, that region's values sum to 16 rather than 21.

The 4 should be 9, maybe just a typo error...

Sorry about that. My poor handwriting made that happen. The 4 should indeed be a 9. Uploading a fix now.
