Happy 2019! May this year be a little less puzzling in general so we have more time to enjoy recreational puzzles.

I enjoy your puzzles. Are the 2,0,1,9 in the loop, out of the loop or not part of the puzzle (allowing for cavity enclosed in the loop)???

The large numbers are part of the puzzle and should be treated as clues for the entire 3x3 area they fill. For example, the 9 will have 9 pieces of fence placed in the 12 gaps around it.

Nice! Took a little effort to remember this was not specified as a hit every intersection puzzle like the ones in the Advent puzzles and some of the solving tricks I used for those puzzles are not valid here.
